The Serpent's Iron Grip

The PCs approach the town at around twilight, but the streets are empty. No one is in their houses, or in the pub, or even church. Instead the PCs can see a light from a gathering on the beach. Everyone in town is standing back from the beach, held back by guards, as a man (Mayor Ford) holds the lifeless blue and punctured body of his daughter (Molina Ford).
